Michael is a chartered town planner with over 30 years’ experience in development planning, specialising in strategic land promotion and major planning applications for both public and private sector clients, including large estate owners such as Homes England, The Crown Estate and county councils, and for national housebuilders including Vistry, Bloor Homes, David Wilson Homes and Barratt.
His specific experience includes strategic land appraisals and site promotion; writing development briefs, representations, and hearing statements; giving evidence at Examinations in Public; preparing and managing public consultation events; preparing and submitting planning applications; discharging planning conditions; and negotiating s106 Agreements.
Michael has advised Warwickshire County Council on its strategic land portfolio, including representing their interests at local plan examinations, through to the preparation and submission of planning applications for major developments across the county, and providing land disposal advice after securing planning consent. For Hertfordshire County Council Michael has recently secured Full Planning permission for an Adult Day Care Facility on a previously developed site, has undertaken planning appraisal work associated with assessing alternative sites for a football club, planning and masterplan feasibility work for a new secondary school and led a team to develop a methodology and digital tool to undertake a strategic review of the County’s estate portfolio to help identify sites with development potential and how to prioritise sites for local plan promotion and /or disposal.
Michael has also been involved in development work for Defence Infrastructure Organisation and the Ministry of Defence, including Estate Capacity Studies across the UK and oversees, and advising DIO on planning strategies for site disposal.
